Is Budget 2012 about to legalise petty bribe income?

India Finance Minister, Pranab Mukherjee, while announcing the Budget, impressed upon the need to tax unexplained income at 30 percent regardless of the tax slab one belongs to. Does this imply that a Black Money/ Small Bribe Amnesty Scheme is being mooted by him?
