Many violators will have an excuse for not adhering to rules. When one rails against unethical behaviour or corrupt practices indulged in by officials, not booking a person who has committed an offence is also a form of corruption. It is the government which will bear the loss of such a lenient attitude. It really makes sense if such individuals are gracious enough to admit the mistake on their part and pay the appropriate fine.
