Being asked to pay a bribe of Rs 3000 for issuance of Driving Licence.

I am a student of Manipal University and as I am already 20 years old i wanted to get a Driving Licence. In Feb 2015 I went to the RTO of Udupi, Manipal, as I am not from Karnataka I do not know the local language which is Kannada, so the first day when I went to the RTO , I directly went to the inquiry section to know the process for applying driving licence where the guy refused to talk to me as I was not speaking Kannada, later he said ''licence nhi bnega'' and just ignored me. Thankfully i met a friend there who knew Kannada and asked him to help me out. We approached an old lady there who was working in the office and told us the procedure for applying a DL. So the next two to three days I went to the RTO continuously but was being rejected everywhere as the officials denied to speak any language other than Kannada. So I took a help from a guy who works in a driving school. He went along with me to the RTO and I finally got my learners licence. After one month of LL i was supposed to apply for a permanent licence. In the last procedure where an Inspector checks if a person can drive or not, this is where i was asked by a policeman , most probably his assistant to pay a bribe of Rs 3000 to the Inspector named UDAY SHARMA. When i went for the test he asked me something in Kannada, so I said 'pardon me sir but i dont know Kannada' to which his reply was " JAO HINDI BOLNE WALA OFFICER LEKAR AAO USE TEST DENA". Later i approached his assistant who asked me to pay a bribe of Rs 3000 for passing the test. I asked him for what I need to pay him Rs 3000 to which he replied ' DL bnana h to do warna mt do'. I refused to pay him the bribe and could not get my DL at the end.
