Driving licence without paying bribe at electronic city RTO
Writing this while its fresh in my head ..
Got LL in may '15 ..without bribe ..
Applied DL today with no bribe .. hope i get it without a hiccup.
Tips ..
> speaking kannada and being polite is a very big plus ..
> place is full of touts and agents (more than the number of people applying or getting work done on their own) going around doing their thing .. they cut line and barge right into the office several times causing delays to people standing in line .. but shouting at them or threatening them will not help one bit. In fact call them "anna" ..and "sir" and get some info from them too if you are confused ..as they best know the system ..
> Reserve 2 days for any work here .. 1st day go in the late afternoon when the hustle has died down and pay all the fees and get receipts .. 2nd day be there by 10 AM ..and get into the lines :)
> dont attempt this on a saturday .. just too many people.
> If you have a smart phone install a secret voice recording or video capture software ..never know when it would be handy.. :)
DL steps as i remember ..
Day 1: afternoon
> talk to Asst. RTO room#1 and get doubts if any clarified. The current one (as of sep 2015) seems to be very helpful ..heard some other customers also praising him ..he himself claimed he has worked for 35 years in the dpt and has never been subject to abuse due to his nature of work(ing). did not get his name .. :(
> pay all applicable fees at cash counter ..attach both receipt copies to your document sets..
> get any additional forms you need at the help desk ..
> go home .. fill up all the additional forms
> Carry a self addressed envelop with appropriate stamps (about 20 rs.) stuck to it.
Day 2 : morning 10 am onwards..
> get in line for room "1" as soon as you come in ..
> get doc signed by ARTO ..
> get token for the next step (biometric) in the same room from the PA distributing it there .. [on a side note .. this PA gives some tickets/tokens then skips a few #'s .. i think those skipped numbers are issues to special people ;) ]
> biometric is at 1st floor room 8 .. this one is systematic as the token in called out in order .. but you have to accounts for some delays as touts and agents have a field day waking in and out here and getting their work done. Being early helps a lot ..trust me ..
> post this visit room 4 .in ground floor .. here data entry will be done.
> then go to room 3 ..in ground floor ... besides the LL bio-metric room .. person here will verify the test vehicle documents .. RC, Insurance & 'Emission certificate' .. i did not have emission cert .. so had to get it done in a hurry ..
> then wait till 1 pm ..when the Driving tests will start (outside the office on a road nearby).. this the most haphazard testing location and process with no sense what so ever ..so just go with the flow ..
> the inspector will just sign (no date either) the LL if you passed.
> go back to room 9 ..1st floor ...again no proper queues ..and this same room also has Learners License people coming in ..so lot of chaos .. .show the driving test results/documents .. person there will make entry into the general DL book. Staple the self signed envelop to the documents and leave it there ..
> go home and pray that you don't have to visit this place for a long time :)
