Verification for passport - demand of money for "table expenses"

Two years back, I had applied for passport from Lucknow office. After a few months, two persons ( in plain clothes - one from Intelligence Branch and the other from local P.S) came to my residence for "verification" and even after my telling them that I was a retired Central Government officer, they asked for money, though a little hesitatingly. When I flatly refused, they asked me to ********** the Inspector I/c of the P.S. as, they said, the money for "table expenses" of the P.S. The very next day I went and met the Inspector and just said that his man had told me to ********** you. The Inspector was a good fellow and asked a few details about my service but did not say a thing about "table expense". After about six months I got the Passport. My friends tell me I was lucky, to which I agree when I hear their stories ( and read other instances here) but the remedy I think is - 1. Prescribing time limit for the verification and 2. If the issue is withheld on account of adverse report (which must be specific and not vague), it's details must be informed to the applicant, who may challenge it in appropriate manner.
