My driving license was issued by ARTO , Haridwar first on 14/08/1980

My driving license was issued by ARTO , Haridwar first on 14/08/1980 and was renewed on 22/10/2011, now valid up to 21/10/2016. I was working in Haridwar (Uttarakhand) till 2013.
Now I have shifted to New Town, Kolkata and settled here. I want renewal of my licence. Where should I apply? I do not live in Haridwar anymore and have no address proof there. I live in New Town, Kolkata which comes under RTO, Barasat and have address proof here. Kindly advise. Thank you.
