My friend bribed Traffic Police

Hi..One of my friend has learning license , he unknowingly break the red light rule( while he crossed the turns out to be red )..the official asked him about that he has to pay 6500 ( Learning Licence + Signal jump + No Pollution ) ..as he was mis communicated that he requires pollution certificate , as he has purchased his bike 1.5 months before , so for new vehicle no pollution certificate for next 3 months ( my friend didn`t knew this ) . and the whole 6500 Rupees comes down to 300 rupees.
