Paid a bribe to get a power of attorney document registered

We went to the office of the Registrar of Assurances on 5 Govt Place North on Dec 28 2015 to get a power of attorney document registered.
Because of slow "links" the whole process took about 3 hours even though we were the 3rd document to be processed.
During this process ever single clerk that had to do something took bribes, openly:
The person who does online query before the document is placed before registrar: INR 100/-
The cashier: INR 100/-
The person who takes digital photos and digital fingerprints: INR 100/-
The person who just does rubber stamps on the documents: INR 50/-
Some misc other bribes were taken, total amounted to INR 550/-
Everything was done openly and brazenly.
Registrar's name: B Adhikari.
I was told he also takes bribes, although I did not personally observe that
