Paid Bribe to a BDA Junior Engineer

I got my plan sanctioned from BDA office BSK 2nd stage by paying them 4.5K. After that i started to construct my house and the next day one of the Engineer from BDA came for a round and started shouting who has given you permission to construct house and u can't construct without my permission. We told him that we have sanction plan and also construction license which we got approved from BDA office Banashankari. Even after that he never left us to construct the house till we paid him 5K.
This is very scary. We construct house with great difficulties and government employees without helping us they scare and loot common people.
