Paid money to combine a 2 wheeler and 4 wheeler license

Initial attempt of choosing the right way to merge a 2 wheeler and 4 wheeler driving license took me no where and I was tossed around across multiple tables/officials. A uniformed officer who had an abnormally large number of 1000 Rupee notes refused to sign the document even though the test was taken. After going via an agent, the document was signed after 30 mins of being rejected the first time. It cost me 500 rupees and ********** in the system
