In Punjab and Chandigarh it is mandatory for vehicles to get a pollution check every three months. Last time I got a pollution check in 2009 at a petrol station in Chandigarh, I was charged about Rs75 and issues a certificate without any check. At that point I decided that it does not make sense to get a pollution check since there is no check done anyway. I would rather save the time I spend in getting a pollution check and rather pay Rs100 once or twice a year to the traffic police if and when they ask for a pollution check certificate.
My suggestion is to change the pollution check requirement to once in a year, quadruple the fee for pollution check so that there is no loss of revenue for the government and make sure that the pollution check centers issue a certificate only after due pollution check of vehicles.
