Rs.5500 for Acceptance for Tatkal service without Urgency Proof

I had all the documents perfectly alright,but i just did not carry my urgency proof document. I had to travel urgently (within 15 days), and thats why i had to go for tatkal service. But the guy had first rejected my application for Tatkal service, because of no Urgency proof.
When i came out of the passport office, few guys noticed my application got rejected, and told me to pay some ammount, they will talk to guys inside to get it approved. I had to pay him, the guy talked to the guys inside over cell phone and told me to go inside with same documents. This time, job is DONE. Money is not a concern for me. But for god sake, it is the passport office, means the office which will give a proof of your Indian Natioanlity. Corruption here means, i cannot completely believe the Indian nationality can be just bought for money. Disgusting !!
