A small bribe to get my driving license issued

It's the norm in many Regional Transport Offices. You have to pay some money to get your job done. The amount is meager -Rs.50/- So not many raise a question. I tried to ask the RT Officer's PA on why he is asking for this money. The answer is simple - "to make sure you get your license". It's in fact a veiled attack that the officer wont sign your application unless you pay the money. I had no choice but to pay the money - else no matter how well i do the test, they are going to fail me :( RTOs are one of the most bribed departments in the government. And the bribing happens in broad day light; it's more the norm. Also since the officer's PA does this, the officer goes unscathed even if there is a raid or a complaint is filed.
