PAID 3000 RS TO GET LICENCE....!

Just came out of engineering college and thought i will get my 4-wheel driving license my self. I went to R.T.O (motor vehicle department) office located at Sabarmati area close by ********** ashram, Ahmedabad. You will be get surrounded by so many license agents once you enter in premises of R.T.O compound. First question came to my mind why one need agent to get license if i just have to fill out simple application and submit couple of documents...! Each one of promising easy and fast license in couple of hours in range of Rs 2500 to Rs 3000!
I went into the office complex and it was full of chaos. I went to cabin where you suppose to get all necessary forms. It was empty and there was one poor handicap person sitting/managing that cabin. He was not employee of R.T.O. He told me that they are out of forms it may come next week. There was no help desk..! I asked to one office for forms and he replied that he is not responsible for forms. I got forms from one of the agent standing at corner of gate in Rs 20. I filled out all forms and attached all documents and went to long queue to submit it. Officer at window was extremely rude and unprofessional. He saw my documents and asked from where I got this forms. He told me this documents need to verify by authorized officer and one form is missing. He literally threw that application at me and replied “Next”…I asked what is missing and he even did not look at me…in his cabin he was surrounded by agents. Windows were broken in newly designed complex. There was no sign of signage. Water was leaking here and there. Careful with pick picketers and diseased dogs…! Newly designed Building was very green and sustainable..! There were light fixtures but there were no bulbs..! Highly ventilated without windows to save energy…!
Anyway came next day with all correction and he told me all forms are wrong. I need to get new forms from form office. And there was not form office…! He replied where rudely when I inform him that there are no forms available in form office which is free and one has to buy it outside…! I went out in compound and sat for a while in typical summer afternoon of Ahmadabad. Finally I went home and forget about license. After a month I went over there and there were no forms..I went to agent and fixed the deal for 3000 rs…he bought all form from his mobile car and filled it out in 15 min by him and went inside to that officer from back door. In an hour he fixed everything with all departments and pained require fees to without standing in long never ending queues. Then he came back with fee receipt and receipt of documents submittal and asks me to visit motor vehicle department computer room for computerized test with one of this poor very young assistant. There was very big queue and waiting time was 2and half hour. Young bog went inside directly with my proofs and came out and asked me to stand by window in a corner of test center room. One higher rank officer with nice and tight uniform came to window and gave me my test report card. Done in 5 minutes…! Then I went to practical driving test ground. Another higher rank officer was sitting in a corner of test ground under the shade of temporary structure with broken table..Agent went to him and gave all documents to him without bothering to long queue..! My agent got car (car use to share by all agents without any issue) and ask me to sit in it on driver side and he sat next to me on passenger side. Steering was fake on driver side and accelerator and clutch pad was stucked. Agent had all controls on car. Car was specially modified for this purpose. All inspectors and staff knew what was going over there. I came to know that he rejected couple of people who did not used agent for entire process. We got stamp on my documents in couple of min and again went to office compound for photograph. I entered in to back door cabin with him where entry was restricted by security guards. Again they took my photograph in couple of min and gave me card in 15 min with spelling error on it. They made new card for me immediately. Service was very fast and promising…! We went out and agent showed me huge crowd waiting for their card outside card issue office. Waiting list was for 24 hours. And some time if you re not lucky it will take 2-3 days….!
Couple of time I planned to shoot all process with hidden camera with help of colleague. May be very soon in future. With you guys have facility to load photo and video.
