Didn't pay a bribe to register my car

I bought a new car from Modi Hyundai, Malad and the dealer told me that I have to pay Rs.6000 as I rent an apartment in Mumbai and MV department wouldn't accept anything other than electricity bill, voter's id, ration card as address proof. As I didn't have any of those I was told that I have to the bribe amount otherwise I can't register the car. I refused to buy the car under those conditions and called MV department and spoke to the head clerk and mentioned about the list of documents mentioned on their website. I provided all the other documents they asked for. MV department didn't register my car and made me visit Andheri west, MV deparment. What I found appalling is the way the agents who have free access to MV computers and staff. The staff employed brokers who would take your papers and decide everything outside the room. In the meantime, Modi Hyundai called me to told me to take delivery of the vehicle or they would start charging storage fee of Rs.1000/day. Finally after a couple of days I came to know that the registration was done. At the end of the story the charges, lost vacation, taxi fare exceeded the bribe amount but I felt victorious that I won the battle against organized corruption gangs.
