Four months instead of two months without a single Rupee extra!

I got my driving license transferred from Chennai RTO to Jayanagar RTO and didn't pay a single rupee extra for the same. I did all the processing myself and didn't engage any tout. Problem was that I had to make 6 trips after they asked me to come after 2 months and got it after 4 months(What should take 2 months took 6 months). You can count the delay and time/transport cost I spent to go to RTO as cost incurred as bribe, but not as cash to someone.
