Let me try
I wanted to change my address and also get a smart card, so went to the RTO office, but it was changed to a new and swanky premises. The change of office is not indicated with notices at appropriately places, for which you need to climb 4 floors. Only second time after climbing 4 floors I noticed a small printout stuck in one corner about the location change...still you will find brokers on the ground asking if you need RTO help.
Now comes the new office, nice one with three people sitting as help desk who give a form and will be deeply involved in their personal chat and your request will not fall in their ears. They asked me to pay fee and there are counters everywhere. I stood in the quee, then someone in the quee said driving license at some other counter. Same thing happened second time. Finally it was 2pm by the time I got the payment receipt. So the following day I have to go for further activities. I could have done in a ziffy had I paid a broker who was around. I said for my self I want to get this simple thing done on my own.
