Office Hundi - equanimity of division

This incident has happened to me last week. I went to passport office in hyderabad to apply for Tatkal passport renewal. The line was huge and per day they give only 300 slots. Police stand outside the office and they send only 300 members into the passport office.
You can see agents standing outside asking for Rs 1000 to send a person in directly. I was wondering how they do it. Basically there are 2 lines, one is for people who come to apply for passport and the other called as PCC (police verification line). This line is for people who have come before and are asked to come again for document verification.
The agents take 1000 and allow the people to go via the PCC line. As expected, some part of the amount goes to police.
An agent approached me, I declined him. What it meant was, I need to stand in the queue for 4 hours for 3 days (as 2 days the slots were over), then get in.
Though standing in the queue was very painful, I was very happy that I got in without paying the bribe.
