Laptof Theft, Police found would not return

I was travelling from Ahmedabad to Pune on 20th jan 2013 on second AC 2A seat: 7. My laptop bag was stolen from my seat. I directly approached the police. After some casual investigation, they asked me to file a lost compliant. I did it. Later, i discovered by the asking few people that one of the guy who was suspicious was beaten and was seating in police station. I went down to the police in the evening to inquire. They said they did not find any luggage. So i went again at night to file an FIR, I was carrying invoice letter of stolen laptop. They asked me to bring a letter from company and asked to come tomorrow. I am sure that they are reluctant to file an FIR because they want bribe to give back my belongings without FIR. What to do?

In order to reclaim stolen mobile phone/laptop, filing of FIR is mandatory. After that, police can, after obtaining court's permission, hand over stolen goods to owner who has to prove ownership of stolen articles and upon furnishing an undertaking that he will produce the same before the court as and when directed to do so.
