1 lakh bribe for construction of house.

The Corporation Engg. is asking for 1 lakh(Rs.1,00,000.00) for house construction in Viveknagar area, Bangalore-47 usually the running bribe was 25,000 last year but now they are asking for 1lakh its too much.. if I don't pay they will stop my construction and put me in trouble I can't complain anywhere because all are involved, to take a complain even I have to pay bribe..
