I went to pay my annual property tax. The person at the office took out a form, filled it out for me, gave me the property tax receipt and asked for Rs.100/- as 'fees'. I know there is no such fees because I have paid property tax at the same office without paying a single rupee. I asked him if this was because he filled out the form and he nodded his head.
