Bribe for carrying half litre extra alcohol.

This happened at two stages.
I think the acceptable limit is 2 litres of alcohol. But I carried 3 bottles of alcohol which ended up half litre extra alcohol. The guy took me to a table and made sure the camera is out of focus and asked me to show the receipts. It appears that the fine is based on price of alcohol.
My cheapest extra wine bottle is 8$ receipt. And I have to pay 16$ fine. which I said I have no dollars and ended up paying 1000 Rupees. And no receipt. He asked me why am I talking rules..
when I am packing my bags, the assistants came and asked for TIPS for the bribe of 500 rupees. and I gave 100 rupees.
This is a kind of begging.
