Bribe to get a passport

The policemen asked me about my job, and then shamelessly asked me to to pay something to get it done, I was in need so I slid a 100 note amongst the papers. I feel now I shouldn't have but on the other hand I would have had to go to the Police station a number of times for some paperwork being missing or other and my passport being delayed.
