Bribe for registeration of a house property

I have followed all the rules while purchasing a house. However the registeration office forced me pay bribe of 3000/-. I was felt very bad for doing that. I had only two option, either to purchase the property or not. I have spent almost spent 4 months to complete the process. I didn't want that effort going to vain. So I had to pay bribe for nothing.
