Bribe to travel with alcohol even having correct permission

Actually the person was travelling, but he was still asked to pay a bribe. For carrying alcohol with him. He had shown the permits accordingly but still the police asked him for the Bribe.

Queries
1.The permit which was fine in Goa as I was checked by the Goan authorities , how it became invalid when checked by Karnataka authorities.
2.when the permit says rail /road/water what is the need of mentioning the exact way of travel as I can combine two or more modes to reach to a destination
