Bullying at the Passport Office

I had the misfortune of losing my passport abroad. On returning to India I tried applying for a new passport, along with the numerous forms and paperwork. The application was accepted after every thing was in order, I paid the legitimate fee and I just had to come to collect it on a certain day. But when I went the clerk there was very rude and nasty, and sent me away by saying "hua nahi, kal aao". The next day he said "aapka nahi hoga". With no reason why. After 5 days of this bullying and humiliation I was forced to make a "compromise" with him, gave an extra "fee" of Rs 5000 and had it made the very same day.
