Certificates at a cost

Me and two other friends had completed our course in Applied Art from Sophia Polytechnic, Mumbai in 2005. We needed one final Equivalency Certificate from the Directorate of Art, Maharashtra. We had to pick this up from JJ School of Art, Applied Art Dept. The person in charge openly asked for a 'gift'. We did not understand him clearly, and so he said, "Aap mujhe kuch 100-200 de sakte ho, tab hi certificate milega." We debated for a long time, and we were in shock. It was angering and disgusting to be asked for a bribe for something which was our right. Before asking for the bribe, he had hassased us by making us weight and pretending the certificated were lost. Finally, we decided to pay him, as we couldn't make the trip daily, and one of us was going out of town. So we paid him Rs 100, and lo and behold, he found and gave us our certificates in two minutes. It is shameful that an educational institute, supposedly a good one, is taking bribes for giving certificates.
