Before even coming outside of the airport in our country I paid bribe

I was told in the dubai airport that I can bring 3 johnny walker scotch. but when i came to hyd they said i can only take two n not 3. i was ready to pay the customs duty and the officer was unwilling to write a bill and has taken 1000 rupees from me instead of 2600 before i realized it was bribe.
