Forced to pay bribe for getting PVC done

I thought the passport process is smooth - thanks to TCS. However our police department remains same. When I entered I thought, they have changed, PCs every where, clean room, educated staff. But lo, in front of every one, in the very room, I was asked to pay the bribe for getting my work done. And they call it verification charges :)
