Is a Govt. Doctor not paid properly? Do they need to take bribe for living?

It is with pity & shame feeling on a government doctor, I am writing this story. I was supposed to submit some attested documents for a loan in a bank which I forget to get it attested on that day. Since it was the closing time in the bank, I said the manager that I will get it attested in few minutes since I know that there was a govt health center very near by where I have already made an attestation few years back. So i went there directly and saw a man standing outside waiting for his turn with only a piece of paper in his hand. I guessed that he might also be standing for getting attested and asked him whether he came for attestation? He said 'Yes'. So I guessed it might be his first time he is there for attestation and told him that he should produce the orginal document also for reference along with the copy of it. He smiled at me badly as if I am new to this doctor and told me that you just needs 50 rupees for a signature and not the orginal document. I told him that an authorized person should provide the attestation free of cost. He challenged me to get a sign without payment and went inside. Since I have the orginal document with me I told my mind that I should never pay him anything. After the other man came out from the doctor's room, I went inside and showed all the orginal documents. Without any hesitation he attested all the three documents and at the time of return he told me "150". The following is the conversation of me and the doctor. Me: I didn't understand Doctor: Pay Rs 150 fees for attestation Me: I knew that there is no fees for attestation.. Doctor: But we have it here. Me: I forget to take my wallet from the car Doctor: That is OK. I will be here only. You can get it and come back. Soon I realized that it is getting late for me and there is no use arguing with this doctor. So I paid the amount he asked and get back my documents attested.
