I paid a bribe for new flat registration

I paid a bribe of 3200 rs to dombivili office,thane when i was buying a new flath from Neptune builder.they asked me to pay 3200 cash even i had given 45000 and 12800 DD.I saw there that every person has to pay bribe more then 3000.they dont give priority to common man their.they just keep the person on priority if he is having big and black money which they can offer to the registrar officer.My question is that why should we pay it.I like to wake up people that we all should united and burn the Govt. offices who ask for bribe to a common man.********** **********
