I paid bribe for police verification.

Its not long back. I am a resident of kanpur and currently working in PSU. It happened when i changed my job from a private company to the present one.as it is a govt. company so there is stringent procedure of the document verification , police verification, certificate for home town, caste, earning, character etc. etc.
First instance i saw was when i went for the character certificate. The officer designated for that is a gazetted officer. He took a bribe of 100 rs for that. i was feeling ashamed for verifying my character from a characterless officer.
in my job, my place of posting in Andhra Pradesh and after joining there i got a call from a police inspector from the police station where i used to work earlier. He told me that a document related to police verification of mine is with him.as i was not there i have to pay him, if i want to show that i has no case registered against me in that police station. He said, if i not give the money he can write anything he feel like and may be my police verification document get lost somewhere and never reach back. He asked for 3000 and later came up to 1500, while i bargain for buying some time for other options.
i told this to my HR and other higher authorities and get shocked by their replies .instead of opposing it. they simply say this is a procedure and if i want everything right i should give the money. i told them what if i not pay them. They simply say that your pending verification can affect your growth in organization.
I am still ashamed that i gave up and paid the bribe. But I pledge that in future I will not pay bribe(wherever is possible).
