Illegal Police Toll Naka

We were traveling from Pune to Mumbai. A police hawalar stopped us on the Mumbai-Pune expressway for having luggage on the roof-rack of the Tata Sumo vehicle. He indicated that it was a violation and to pay the fine we would have a prolonged wait and higher cost. Despite my protests, the driver and owner of the rental vehicle paid Rs. 100 to the hawaldar.

Just like the western countries, the traffic police on the street should only issue a violation ticket and not be allowed to collect a fine. This will not completely eliminate bribary but it would allow people to verify if a violation is really a violation or just some made up pretext to fleece people. Secondly, people who are willing to pay the fine that goes into public coffers will not have the hassle of being detained by the roadside.
