Institutionalized corruption!

We pay our taxes, and these taxes is for the government beuraucrats and machinery to render us normal services. However, sometimes, due to their wisdom, they collect an official fees "called processing fees / registration fees" The fees at the passport office is around Rs.1000 and you pay it to the government without a murmur. What happens to the tax allocations to this department - none knows. Anyway, now they get greedy. So they delay your passports. There is a great hue and cry. They introduce the TATKAL scheme. You pay more money to officially get an out of turn passport. Are they satisfied, no. Now they donot want to do the work. So they make a webportal where you basically fill in all the details, download all the files. You still pay the processing fees, tatkal fees. Now the departmental officials have to only match the data you have fed with a papers you have downloaded. It has reduced considerable workload, no feeding of data, no possible filing. Are they satisfied with no work and more money. No. Here comes the new tactic. The webportal will not open till a particular time of the day. Then there is a huge number of people trying to login. So basically, the webportal is not available to the most, excepting a privelege few. Who are these few? New institutions who are granted unlimited access. They can access, you cannot. These instituions further charge more sums of money to feed the data, verify your docuements, and then submit to the department. Thereafter if you are lucky, the police will come for verification. He will collect his fees, and more documents. Then if you are lucky your passport will not be lost! What a sham. The government institution collecting taxes, processing fees, tatkal fees, and then outsources the work to another institution that collects further fees.
