Minor traffic violation at very low speed

TLDR: Minor traffic violation at very low speed; was targeted for being in a car with out of town plates.

As traffic inched across the red light, the oncoming traffic seemed to be going right. A bike was blocking my view of the light, and jumped across the light. I'd inched so far across the road (so had about 5 other motorcycles) that the cop called me ahead. (I wanted to go right).

I explained the situation, admitted fault, and he took my license. I protested that 2 other bikes had gone through, The car was out of town, so was the DL. He explained that I'd have to come back and pick it up in 3 days, but if I paid up I wouldn't have to.

I paid 100 Rs. and did not get a receipt. He asked me to sit back in the car, and slip him the money surreptitiously under the file he was holding.

I didn't want to leave my DL behind in a different city and so paid up.

Now from the FAQ I learn that the amount of the fine was correct, but I am unsure about the surrender DL part.
