This was a two-part bribe -
When I was filing for my passport I needed a birth certificate, which the official claimed was "lost" in a filing error, so I had to pay him 1000 rs, at which point he "found" it.
After filing the passport I was told it would be available by March. March came and went, and each time I called I was told it was delayed and would arrive by the end of the month. When I went to the office in July they told me that I would have to wait at least a year to get my passport. As I wanted my passport soon so I could file for a visa, I paid 4000 rs to a local official so I could receive my passport that week.
I know I could have avoided paying a bribe the second time, but I was worried that if I didn't do something then my passport wouldn't arrive at all, even if I did wait a year like they said to.
