Paid bribe because traffic police wanted to attain a specific target

Me and my friend were travelling on my bike. 2 traffic police stopped me at a traffic signal near chennai airport. They asked us to pay Rs.200(100 each) When I asked for the reason, they said we were overspeeding!!!(But our bike had just started after stopping for signal) After standing there for an hour, finally the police said that,
He has to show a collection of Rs.15000 to his higher official. He also said that, that day all wine shops were closed due to holiday and that he could not collect high fines for drink & drive. What can we do then...he took our bike key... so we paid Rs.200 and continued on our journey!!!

(I'm not sure about the day it happened. It was tn 2009, last week of a month, government holiday and Tasmac holiday)
