Paid bribe everytime Rs 200 to get alcohol at permitshop

This is apparantly the process at all alcohol permit shops in Ahmedabad - The permit issued by the government to an out of state resident mentions in print that you have to pay no fees.. but the person processing the request excepts it as mandatory to pay Rs 200 each time one goes to purchase alcohol. And you cant refuse to pay.. else he will not give the alcohol and not give you a alcohol permit
