To pass the monthly bill

My father met with a dangerous accident and he was injured badly .so,he was on the bed for around one month.after that when he visited to sanction of leave and billing of monthly payment the headmaster of high school morbey (from where billing were done)demanded 1000.and also he is demanding amount for passes of monthly bills.even when sixth pay started to take extra amount which were dues from previous some month he charged 15 to 20%.and if my father is trying to oppose he always telling about his touch with higher official and giving threat to suspend from service.so due to we have only one source of income we are unable to oppose him due to fear of suspension.
