Passport verification negative for not paying bribe to police constable

The police constable demanded a bribe of Rs.200 for passport verification when I was studying at an University. I refused to pay the money and hence he sent my papers back to the passport office with a negative mark. Later I struggled to initiate the process again. The police constable this time demanded a bribe of Rs.500 for neglecting him. Only after paying the money he signed my passport papers.
