Rs.100 paid for registering a lost vehicle registration card

I had lost my car's registration card. So I went to the RTO for a duplicate copy. They said that I need to report the loss with the police and give them a photo copy of the complaint.
I went to the police station to lodge the complaint. The guy told me that he will give me a receiving only if I paid Rs.200. Finally I had to settle at *******
