Talking on loud speaker while driving

Refused to pay at first saying I didn't mind collecting my license from the concerned department after paying the fine. But the cop threatened that I would have to go to court & my license could be canceled for 6 months! Not sure if that is true or not but couldn't take the risk of trying to find out. I didn't know you couldn't even use the loud speaker on the phone while driving. And by that logic they should stop people from talking completely while driving.
