Tehsildar staff demands bribe for every registration

I purchased a house in Jalandhar in 2005. While registration, the tehsil staff told me the bribe rate list which was made according to the value of registration- 2000 for 2L, 4000 for up to 4L, 8000 for upto 10L and so on. The registration was done only after I paid the amount to the deed writer.
I purchased another home in Kharar (MOhali), Punjab in 2010. While registration, the Kharar Tehsil staff asked 2% of the house value as bribe. Its a standard and everyone paid to get the registration done. Without that, the registration is not undertaken.
The story does not ends here. To get the mutation (Intequal) on your name, I paid 2000 to the Patwari of the area.
Anyone can visit any tehsil in Punjab and the this practice is very commmon.
