Watchman not letting the goods vehicle inside parcel office

I wanted to parcel some stuff to my hometown. As I was leaving Hyderabad, there was a lot of stuff (bike, computer, books, etc) which occupied a ********** lorrey. The watchman was not letting me take the lorrey inside the parcel office and said that is against the rules. When I pointed the other lorries going in and out freely, he had no answer.
After 10 minutes of arguing, another guy (looked like an agent) came and said that its mandatory to pay the watchman 20 RS else I should lift the stuff by hand to take it inside.
