Asking Bribe without an offence

I was crossing a signal in my car with my family and suddenly a traffic constable asked me to stop my car. I stopped it and constable came to my window and asked me to come out saying I was talking over the mobile while driving. After my repeated disagreement that I was not having any conversation on my phone, he asked to come out and see his senior inspector.I spoke to inspector and even asked them to check my mobile call history.Interestingly those guys were not interested in seeing the call records, instead Inspector said its OK and asked me to pay 100/- rupees. I asked him If I have not done any mistake, then why should I pay.But his response was whatever happened was OK now you can pay 100/- and leave. Finally I did not pay any amount and constable noted my car number in some diary(not sure what was the intention).
I think soon we will days when police will collect "HAFTA" from every person coming out of their house.
