BBMP Jayanagar demanding bribe for Birth Certificate

Clerks at multiple levels - at the form counter on 1st Floor, cash counter on ground floor - are asking for "extra" money if you want your birth certificate issued in the normal timeframe ( within 7 days) . Otherwise, you are asked to come back after 15 days. When questioned about this long delay, they cite "load" as reason, but can do it faster if you pay them a bribe. I refuse to give in to such arm twisting tactics to eke out a bribe from people for basic services. The staff was seen and heard advising applicants to approach the manger to get the certificate faster by paying "extra" to him.
