Didnt pay bribe while registering my newly bought land though i was asked.

I bought a new lland site (house plot) in ********** area. When i went for land registration, the ********** Taluk registrar asked me to pay money to his Peon, i refused. So i was made wait for a half day for a signature. Later i went inside his office and shouted at him, people gather behind to watch for. Then he immediately signed my papers.
