Driving liscence without any bribe although everybody said its immpossible
Getting things done without bribe is my pride and it thrills me more if others say its impossible. I do not have my own four wheeler but sometimes in emergencies need drive. So i casually visited the transport office and decided that i will not go to town specifically for license but when i had spare time while be in town for some other purpose i follow the progress in driving license. Because after spending some time around the office and talking to tea shopkeeper, peon, photostate man and other applicants i realized that the main problem is driving test in which the inspector decides about applicants driving skill. Everybody around there like peon, tea-shopkeeper, phostate-man said that they can mediate the bribe and nobody here actually do the driving test plus nobody will pass the driving test because somewhere there will be little mistake. The bribe price ranged from 200-500 depending on the mediators.
I went to get the form for driving license there itself is a corruption which is too petty to get very charged upon. Actually form is just a photocopy of form that is stamped by the office and the peon is charging 5 rupees for it, i said i will photocopy it myself for 1 rupee but peon said it will not be valid because the office seal will not be there. Then anyway printed the form from rajasthan govt website and submitted the form, nobody had any direct question but uncomfortable. Then with other formalities i came up to the stage of driving test. I approached the inspector, he asked me bring the vehicle for test. Here is another catch, how can i bring my friends vehicle from our village without the driving license and i did not want to bring my friend with me because it will make him so bad that for 2-3 hundred rupees i am wasting his time and on top of it i may not get the license that will add to frustration for both of us. As my wife says now a days corrupts do not feel shame rather honest people are laughed upon. I went home with this management challenge in my head. After 4-5 days i again came and after talking to 4-5 people i struck a hired a jeep in the transport office premise itself. The jeep was owned by a common person who drive jeep for fare and daily rent. He also said that i will not pass the driving test but any way he charged me 50 rupees to hand over vehicle for sometime for the test. Then i again approached the inspector for my driving test he asked me to wait for sometime and then he came out of office to clear the test of other 4-5 applicants waiting there. He signed the test clearance for other applicants without any real test to my knowledge. Then he asked me to bring the vehicle, i brought the jeet that was parked just 200-300 meters away and then the inspector asked me to park the jeep near him using back gear. Luckily i did that perfectly. The inspector immediately signed my test clearance and then by the office i was asked to get digital photo for printing on license from a specific person there. I went to get my digital photo done and that person was claiming that he is a private photographer so he is charging 10 rupees each. But the things were so unorganised there, i did not really pay 10 rupees but did not say no either. I just got my photo done and walked away. After 5-6 days again i came and received my driving license.
