Let off despite agreeing to pay the fine

I was driving from Delhi to Chandigarh and near Panipat I was stopped at a naka for checking. My pollution certificate had expired just a week back. The constable looked at me and said the fine is Rs 1000 for this. I said fine cut a receipt. He was shocked. Told me to ********** his superior sitting in a jeep a few feet away. I weint to the superior officer and explained I had forgotten to get the pollution certificate renewed so I need to be challaned. Please cut a receipt and take the fine, I said. The officer kept throwing hints that I should pay bribe and get away with it, but I continued to insist that he should challan me. For reasons unknown to me he was not willing to cut a challan for pollution. Then he said how about if I challan you for not wearing seat belt. I said well since I was wearing it that will not be appropriate. Then he said "You are an honest man and if I challan you for not wearing a seat belt your conscious will get hurt. I do not think it is justified that I should challan you for carrying a pollution certificate that got expired just a week back. I will not Challan you at all .... you can go".
