Motor Cycle Registration

I recently purchased a motor cycle from Max Motors Rajajinagar. After I paid the amount which included cost of extra fittings and got the bill for my payment, the sales executive asked me to pay another Rs. 80/-. When I questioned, he informed Rs. 50/- for purchase of NSC (for registration of vehicle) and Rs. 30/- postage charges (for despatch of smart card). My question is when no one can get Rs. 50/- denomination NSC in any post office in India, how the motor vehicles department register new vehicle with Rs. 50/- denomination of NSC, that too without signing any application by the investor? Of course I did not heed to sales executive demand, but I gave copy of Rs. 100/- denomination NSC. This is how black money generated. Is it not?
